ORDINANCE 2022-4

MODIFYING CONSOLIDATED PLAN FOR CDBG PROGRAM YEAR 2020

WHEREAS, beginning in FY 1995, the U.S. Department of Housing and Urban Development (HUD) replaced the regulation for submission of applications for funding for various entitlement programs and the City prepared a consolidated submission for community planning and development programs in order to receive funding for these programs; and,

WHEREAS, the City prepared a Five-Year Housing and Community Development Plan for the period 2020-2024 which includes the Community Development Block Grant Program (CDBG); and,

WHEREAS, The Coronavirus Aid, Relief and Economic Security Act of 2020 makes available supplemental CDBG funding for grants to prevent, prepare for, and respond to coronavirus (CDBG-CV grants); and,

WHEREAS, the U.S. Department of Housing and Urban Development has advised the City that it is eligible to receive $569,390.00 for CDBG-CV grants; and,

WHEREAS, THE City wishes to cancel a previously approved CDBG-CV grant activity and create a new activity – DCNR CAN DO Community Park Phase 3 Development Project Grant Match; and,

WHEREAS, U.S. Department of Housing and Urban Development has moved to grant based accounting requiring each year to be accounted for separately so as to require a separate IDIS number for multi-year funded activities.

NOW THEREFORE, be it resolved by the Council of the City of Hazleton that the following modification to program activities shall be made and approved.
